Board Meeting Minutes: Thursday, 4 November 2004

Board Attendees :  Jim Ceh, Dan Feer, Mark Hassinger, Mary Kerr, Wendy Osborn, and Chris Tacinelli

Absent Board Attendees :  Jeff Boehlert and Jerry Thatcher.

Home Owner Attendees :  none

The meeting was called to order at 7:35 p.m. by Dan Feer.

Meeting Minutes: A Motion was made by Dan Feer and Seconded by Mark Hassinger to accept the October Minutes as submitted. The Board unanimously approved the Motion.

Treasurer’s Report: Revenues continue to be up and expenses down. Discussions will soon start regarding the Dues for 2005.

Land Management: A volunteer may have stepped up to be the trail monitor for the trail known as Horsepen Park, which is located behind Motherwell Court. This volunteer would work with the neighboring communities to report any work that needs to be done to the trail.

Plans are underway to receive bids for the landscaping needs for the entrances. A design has been provided and work won’t be started until Spring. Estimates will be requested just before Spring.

Community Facilities: Jim Ceh reported on behalf of Jeff Boehlert who was unable to attend the meeting. The tennis courts need to be resurfaced and new nets need to be purchased. The cost of this will be between $10,000 and $15,000. Other improvements include sealing and striping of the parking lot for approximately $4,000.

The pool will require general maintenance such as recaulking, pool skimmers, and a shed to house the pool cover during the pool season. Estimates won’t be received until Spring.

Lights at the entrances seem to be beyond repair and need to be replaced. Jeff will be checking into the cost of replacing these units

The clubhouse is in need of some plumbing repairs in the bathrooms. Estimates will be received to address the required repairs.

Community Events: The Halloween party held on Sunday, October 31st was a huge success. There were more participants than in previous years. Many activities were offered and enjoyed by the community.

The Holiday Party has been organized by the Girl Scouts and is ready to go

A party for the many community volunteers will be held on Sunday, January 23, 2005 from 3 p.m. to 5 p.m. This party will recognize the many volunteers who have helped over the years and is open to the community.

Architectural Control: The request form will again be included in the December Highlander. It is the goal of the ACC to bring the residents within Chantilly Highlands up to compliance. This includes houses that are being sold.

The board discussed the recommendations made by Rees, Broome & Diaz, the Association’s lawyers, regarding the parking regulations of commercial and recreational vehicles within the community

Mark Hassinger made a Motion and Jim Seconded that the CHHA Board establish an ACC Appeals Board. This board appointed group will review any appeals made by residents within the Association that have had their ACC requests denied. The ACC Appeals Board will be made up of Mark Hassinger, Mary Kerr, and Chris Tacinelli

Newsletter: A CHHA directory has been developed and is being mailed out to the 908 homes within the community within the next few days. Extra copies will be given to the Resale Package Coordinator so that they can be included in the Resale Packages

Old Business: Pool requirements were tabled until Jeff Boehlert could be in attendance. Dues assessments were discussed and were tabled until the Board can meet to discuss and plan the 2005 Budget.

New Business: Discussion was held regarding the developers that are petitioning to change the zoning of the EDS land located across Centreville Road. The developers will be invited to the January Annual Membership meeting so that their plan can be presented and questions answered.

Adjournment: Jim Ceh made a Motion to adjourn the meeting and Chris Tacinelli Seconded. The Board approved and the meeting adjourned at 9:30 p.m.
