Board Meeting Minutes: Thursday, December 2, 2004

Board Attendees :  Dan Feer, Mark Hassinger, Mary Kerr, Wendy Osborn, Jeff Boehlert and Chris Tacinelli.

Absent Board Attendees :  Jim Ceh and Jerry Thatcher

Home Owner Attendees :  Two residents.

The meeting was called to order at 8:10 p.m. by Dan Feer.

Meeting Minutes: The November Minutes were reviewed and accepted without objection.

Treasurer’s Report: Revenues continue to be up and expenses down. Discussions regarding the 2005 Dues will take place during the New Business portion of the meeting.

Land Management: Diana Martin has volunteered to be the trail monitor for the trail known as Horsepen Park, which is located behind Motherwell Court. This volunteer would work with the neighboring communities to report any work that needs to be done to the trail

Community Facilities: Due to some recent information about the company that was being considered to seal and stripe the parking lot, this action has been tabled until spring and new estimates will be received at that time. One more estimate is expected for the resurfacing of the tennis courts.

Community Events:

  • Beth Whisamore has volunteered to be the Social Activities Coordinator. The plan is to hold a Planning Meeting in February and ask homeowners to attend to discuss 2005 plans and activities and what events were held in the past.
  • The Holiday Party has been organized by the Girl Scouts and is ready to go.
  • The planning for the many community volunteers party is well on its way. The event will be held on Sunday, January 23, 2005 from 3 p.m. to 5 p.m. This party will recognize the many volunteers who have helped over the years and is open to the community. Wendy Osborn is looking to borrow artificial trees to be used as decorations.

Long Range Planning/Neighborhood Watch: On Saturday, November 24th, Oak Hill Elementary was vandalized. Damage included electrical and communications systems within the school and fires to the outside of the school. Damage was estimated at up to $6,000 or more. Three teen boys have been charged with the vandalism and could receive up to five years in prison.

To provide awareness to anyone who enters our community that we are watching what is going on in the neighborhood, it was suggested that regular walkers or individuals who are out in their yards frequently wear a Chantilly Highlands Neighborhood Watch t-shirt or hat. More discussion on this topic has been tabled until the next Board meeting.

Architectural Control: The ACC Appeals Board heard their first case this evening. Future Newsletters will include an article on ACC issues clarifying the CHHA Covenants, By-Laws and Fairfax County Ordinances.

A Fairfax County Hearing sign was posted on the easement located on Cobra Drive. The sign related to a Board of Zoning Appeals action related to a homeowners lot.

Covenants and By-Laws Progress: Nothing to report at this time.

Newsletter: The Newsletter’s expenses have decreased from $1,000 an issue to approximately $700 per issue. Savings are due to providing the printer with an electronic file. Doreen Wallace has volunteered to be the CHHA photographer. The Editor contract has options for two more one-year terms

Some time in January or February, a Newsletter working session will be scheduled. This session will invite the Board Members and residents to provide input, comments, suggestions and thoughts regarding the Newsletter’s format and materials. Once a date has been scheduled, Chris Tacinelli will include in the Newsletter.

Old Business: The January CHHA Board of Directors meeting will be the Annual Membership Meeting. Items include the developers for the Centreville Road Retail/Residential Project attending to discuss their plans and answer questions

Wendy Osborne and Jim Ceh’s board term will end leaving four positions open for election. Two individuals, Will Gregory and Jerry Thatcher, resigned prior to the completion of their term. Three positions will be for three years and one position will be for two years. An article will be included in the January Newsletter listing these openings and the election process.

As a result of the Board’s November working meeting on the Budget, Mark Hassinger moved that the 2005 Annual Assessment be approved at $210.00, which is an increase of $5.00 from 2004. This increase is less than the CPI increase allowed per the By-Laws. Jeff Boehlert Seconded and All were in favor.

So that the transition from one board to the next is cleaner, it was suggested that each current board member write a job description and details outlining their responsibilities. This job description will then be given to the person who fills the opening and provides some insight.

New Business: The contract for the Database Administrator has been awarded to Dave Puchrik as a volunteer position. Due to this being now a volunteer position, a stipulation was made that this person was committed through the first quarter of 2005 (4/30/05) due to the annual assessment mailing which requires the support of the Database Administrator.

Adjournment: Chris Tacinelli made a Motion to adjourn the meeting and Jeff Boehlert Seconded. The Board approved and the meeting adjourned at 9:22 p.m.
