Board of Directors Meeting Thursday, April 7, 2005

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

 

Board Attendees :  Jeff Boehlert, Debbie Bowen, Mark Hassinger, Mary Kerr, Wendy Osborn, Chris Tacinelli and Darin Welt.

Absent Board Attendees :  Jim Ceh and Karen McGreevy

Home Owner Attendees :  Four Residents.

The Chantilly Highlands Homes Association Meeting was called to order at 7:36 PM by Vice President, Wendy Osborn.

Meeting Minutes: The March Minutes were reviewed and accepted.

Treasurer’s Report: Chris Tacinelli reported that over 96 percent of the resident annual assessment dues have been received. Thirty-five lots still owe their assessment dues and these residents will not be permitted to use the pool, community center, or participate in any other subdivision activities until their assessments are paid.

Land Management: Mowing of the common areas has begun. Tot lot extension and mulching will start within the next two (2) weeks.
Verizon is in the neighborhood exchanging the current lines and replacing with fiber lines. Notices from Verizon were placed on the residents’ doors prior to starting work on the street. An article will be included in the May newsletter with contact information regarding this project.
The wooden CHHA sign at the Stone Heather entrance had been moved to the community center until it could be reinstalled. During that time the sign was vandalized by someone breaking it to pieces. Land Management plans to replace with the same type of sign.
At this time, it appears as though the construction on Centerville Road will not have any impact on our entrance way landscaping and walls. The Land Management Committee has been in contact with VDOT and will continue to monitor the construction and obtain final road design plans when complete.

Community Facilities: The pool contract has been reviewed and is ready to be signed executing such. The pool company is working to get the pool ready for opening day. Work includes white washing of the pool, inspection of the pool equipment, and setting up the chairs and umbrellas. The wooden storage unit has been replaced and will house the pool cover.
The Board suggested that a company be contracted to inspect all the pool equipment this spring and have them provide a recommendation of what needs to be upgraded/repaired over the next couple of years based on wear and tear and Fairfax County requirements.
Due to the tennis courts being in such disrepair, multiple bids to repair the courts were received. In addition, research was conducted to be sure the HOA was getting the best possible improvement for the cost and the most expertise. A contract was proposed from Bishop Tennis which included having the tennis courts resurfaced, fence repaired, and painting of lines on the court for $36,000. The entire job will take approximately seven (7) weeks to complete. During that time the courts will be useable, however, lines will not be visible. A Motion was made by Mark Hassinger and Seconded by Darin Welt to accept this contract for resurfacing the tennis courts. All approved.

Community Events: The Spring Egg Hunt held Saturday, March 12th was a huge success. Plans are underway to hold a Community Day Planning Meeting in April with the actual event taking place in September 2005. Meeting details will be announced in the Highlander. The community yard sale is scheduled for Saturday, April 30th. A Teen Party will be planned for this pool season. A date for the 5K walk/run has not been set, and is being looked into.

Long Range Planning: Nothing to report at this time.

Neighborhood Watch: In Karen McGreevy’s absence, Wendy Osborn confirmed that Officer Barrington of the Fairfax County Police Department will be training residents for Neighborhood Watch on May 5th at 6 p.m. Residents are coming forwarding expressing their desire to participate in Neighborhood Watch.

Architectural Control: The ACC has mailed out four (4) violation letters this month. Approximately 5 to 6 applications were received and approved. The ACC article will run in Newsletter again now that spring is here and home improvement is on the rise. As a reminder, those residents living on pipe stems are responsible for the upkeep and maintenance of the pipe stem. These are not maintained by VDOT.

Newsletter: The publication deadline is the 12th of each month and will allow the residents to receive the publication by the 1st of the month. When submitting info, please be considerate to the cut-off date. The new layout this month was well received.

Old Business: Due to rainy weather, Girl Scout Troop 3171 moved their car wash to Saturday, April 9th.
After much discussion with Fairfax County, the County Staff determined that the Swim Team Coaches and Pool Operators will meet the life guard requirements as long as they are certified. Terri Marlin will obtain a letter from Fairfax County to keep in the pool office for future reference.
Jeff Boehlert continues to look into the water pressure issues of the water fountain.
Committee and board books are being compiled to include Bylaws, Covenants, Policies and Procedure Guidelines, scheduling information and other pertinent information to be used and shared with newly appointment individuals.

New Business: AAA Trash Company has changed their pick-up schedule: Trash and Yard pick-up on Tuesdays; Trash and Recycling pick-up on Fridays. An article will be in the upcoming Newsletter to remind all residents of this change.
Pool and common ground lights will be operational from 7:30 p.m. to 4:00 a.m.
TLand Management met with three (3) landscaping companies to provide bids for the Kinross entrances. Two (2) companies provided bids, the other backed out. Kathy Hargenrader of the Land Management Committee presented both designs with the board answering questions regarding plant types and plans. A few suggestions were made and will be reviewed with the committee.
A representative from the Swim Team plans to attend each board meeting to offer input to any questions that may arise during the swim season.
Two bids have come forward for the operation of the pool concessions. A meeting will be set with those bidders and the pool company to discuss the procedures and award the contract.
Steve Sandoval of State Farm attended the meeting and provided to the board an overview of the current property and liability policy Chantilly Highlands Homeowners Association currently has enforced and is up for renewal effective April 26. The current policy has a $1,000 deductible and includes $669,000 property insurance that covers the community center building, pool, and entrances; $55,000 of coverage for equipment, tables, pool furniture, etc. $1,000,000 liability coverage for bodily or property damage per occurrence and $1,000,000 Directors/Officers Coverage. The current policy does not include full replacement coverage, nor any insurance of theft by a board member of funds. It was suggested that an engineering study be done to confirm the property and equipment coverage is accurate, that the Directors/Officers Coverage be increased to at least $2,000,000, and that we add Employee Dishonesty coverage. Mark Hassinger will get a name of an appraiser and this topic will be readdressed at the May board meeting.

Adjournment: Chris Tacinelli made a Motion to adjourn the meeting and Darin Welt Seconded. The Board approved and the meeting adjourned at 9:50 p.m.
