Chantilly Highlands Homes Association By-Laws ARTICLE XV AMENDMENTS These By-Laws may be amended, at a regular or special meeting of the members, by a vote of the majority of a quorum of members present in person or by proxy, except that if the Lots have been approved for FHA or VA financing, an d upon the insurance or guarantee by FHA or VA of a mortgage or deed of trust on the properties, the Federal Housing Administration or the Veterans Administration shall have the right to veto amendments while there is a Class B membership.
