2002 Annual Meeting Minutes


The Chantilly Highlands Homes Association 2002 Annual Meeting was convened on Thursday, January 10th, 2002 at the Community Center at 7:30 PM.

The following reports were given:

Community Facilities Committee by Bill Wolff

The Community Facilities experienced a very successful and busy year. The pool was open every scheduled day and was used by many of our members. For the first year in recent memory, no one was ejected from the pool. Thanks go to the manager, Sara Morrisroe, and the lifeguard staff for staying on top of things and making sure that everyone observed the rules. Thanks also go to Anamaria Lucas and Kathy Welt for being at the pool on a daily basis and for attending to matters in a timely manner.

During the fall six of the concrete pads that surround the pool were replaced and also the tiles and perimeter stones around the top of the pool had to be replaced. The total cost of these repairs was about $45,000.

The Community Center had over 300 activities take place including summer classes for our children and many Scout meetings. Many thanks to Pam White for doing an excellent job managing the use of the Community Center. We also want to thank Katie White for our new bulletin board sign in front of the center and for keeping the old signs current on a monthly basis during 2001.

The Community Facilities committee meets the second Monday every month and invites neighbors to join them.

Long Range Planning by Bill Jeffrey

To get a handle on the costs associated with the Community Center and community assets, many hours were spent creating an Operations and Maintenance Budget. Figures from this report allowed the board to make the decision for the 2002 annual dues. The report also showed the community as having sufficient, but not excessive reserves for future maintenance and repairs.

The committee was faced with one proposal this year for a place to skateboard. After many members of the community pulling together and researching what would be required, it was halted when the insurance company would not permit any areas designated as available for skateboarding. The teens had a hard lesson in reality. The board sponsored a teen pool party to help ease their disappointment.

Meetings for Long Range Planning are held as new projects are proposed or figures for a plan are needed by the board. This is a great committee for those who have an attention to detail, but requires few meetings.

Land Management by Dave Howlett

The board thanked the efforts of John Jaacks for his involvement and participation in the removal of dead trees, cleaning out overgrown shrubbery in front of the community center, and overseeing one of the community's largest contractors that maintain the common areas.

As with any large property, projects such as replacing fixtures, procuring contractors, and scheduling repairs are ongoing. This committee is always looking for volunteers for assistance and suggestions. Meetings are scheduled when needed.

Civic Affairs by Jeff Parnes

Chantilly Highlands continues to be represented at the Fairfax County Federation of Civic Associations (FCFCA) meetings, Annual Planning Review Task Force meetings, and Sully District Council meetings. Because of the most recent boundary changes, Chantilly Highlands falls into the 67th (Kinross precinct) and 86th (Franklin precinct) assembly districts and has two delegates, Kenneth Plum and Tom Rust, respectively, to call upon with issues. Social Activities by Elizabeth Grasty

The year began with a Spring Social that involved over 125 children and parents in the annual egg hunt.

The committee then sponsored a community Yard Sale in April under the direction of Susan McCullough. Residents had the opportunity to be included on a map handed out the morning of the sale and on the website listed by categories.

Mid-summer the board sponsored a teen pool party that was attended by more adults than teens, but was a pleasant and successful event.

Community Day, the largest board-sponsored event of the year, was postponed until September because of Tropical Storm Allison. However, with the help of the Mom & Tots group, Swim Team, and Girl Scouts the community experienced a victorious event. Plans are underway for another September Community Day!

Under the direction of Mom & Tot's Wendy Kisiday, the Halloween Parade and Party flourished with firemen, princesses, and witches.

The year ended with the Golf Tournament that for the first time competed against Franklin Farm for the Cassel Cup. The cup is proudly displayed in the Chantilly Highlands community center.

The committee is always looking for ways to improve existing activities and promote new ones. 2002 may be the year to host the first children's pet show! For those who like to be involved and socialize, this committee is the one to join. Each event is has it's own committee. The next event is the Spring Egg Hunt. Treasurer's Report by Jim Wright

In 2001 Chantilly Highlands accounts were changed to a new bank with higher yields, the pool and land management continued to be the two largest budget items, and the mortgage on the Community Center was paid in full

The annual assessment for 2002 will be $192. The eleven dollar reduction from last years assessment is a reflection of the mortgage pay-off which took into account the original special assessment, the maintenance required for the community center, inflation, and the amount of capital reserves originally applied to the purchase of the community center.

The year ended with operating income of $55,886. After spending $58,902 on capital improvements, including $46,972 on substantial pool repairs, the net loss for the year was $3,016. The budgeted loss for 2001 was $20,796.

The 2002 budget projects operating income of $23,031, capital improvements of $42,200, and a net loss of $19,169. The Board will do as if has in past years and consider whether to make each improvement and prioritize each improvement as it occurs.

General by Dave Howlett & John Tandler

Community Center: Fees for the use of the community center have been reduced to $15.00/hour to encourage use by the residents. The $35.00 cleaning fee and returnable $200.00 security deposit are still in place. Pam White was recognized for her volunteer efforts in keeping the calendar and Katie White for installing the new sign as a Girl Scout project.

Newsletter: The newsletter editor continues to ask for articles of interest to the neighbors. Advertising fees are in line with the amount charged by the surrounding communities. The revenue from advertisers just covers the cost of printing those pages.

Website: The website continues to under go upgrades and improvements monthly. Thanks to the efforts of Jeff Parnes, the Board has on several occasions been told by other communities that our website is one to be modeled.

Contractors: Thanks were given to residents, Celine Contos and Lisa Kearns, for their professional efforts as bookkeeper and database administrator. Patricia Zimmerman and Bradley Matthews were introduced and welcomed as the new contractors. Existing resident contractors, Corinne Graver and Doug Fearson, were also recognized for their efforts.

Board Positions

Three three-year terms and one one-year term to the Board need to be filled. There was not a quorum of residents at the meeting for a vote on new members to be taken. Three residents came forward and introduced themselves as potential candidates. They were Jim Ceh, Will Gregory, and Dan Feer. The Board invited members of the community to come forward before the February Board meeting on February 7th at 7:30 PM where the Board will appoint new members.
