2003 Annual Meeting Minutes

The Chantilly Highlands Homes Association 2002 Annual Meeting was convened on Thursday, January 9^th, 2003 at the Community Center at 8:06 by Barbra Mooney.

Board members present: Barbra Mooney, Will Gregory, Jim Ceh, Jim Wright, Vicki Danoy, Dan Feer, Wendy Osborn, Bill Wolff. Board member absent: Liz Grasty

An update of all committees or activities for 2002 was presented.

Communications are ongoing regarding Cox digital cable in the community. A Cox representative is expected to attend the next BOD meeting.

VDOT has been contacted for the schedule of repaving streets in the neighborhood, and for "no parking" signs for one side of Stone Heather where cars create a hazard when parked on both sides of the street.

Bill Wolff - Community Facilities:

Bill recapped this year’s pool activities. The Community Center continues to get heavy usage from residents, scouts, Sunday school and other groups.

Bids are being sought for repainting interiors of the pool house and Community Center.

Crystal Aquatics has one year remaining on the current pool contract.

Wendy Osborn - Community Activities:

Wendy highlighted the social events for 2002. The Easter Egg Hunt was enjoyed by approximately 100 children.

The Spring Garage sale was very well organized and a successful event.

This year, Community Day was held in September and had a patriotic theme. It was the year’s biggest and most heavily attended activity. There was great volunteer effort as well as excellent community turn-out for the event. Next years’ date is yet to be determined.

The Halloween Parade was again led by the Fire Truck from Station 4, however the Haunted House had to be cancelled due to metro area public safety issues.

A Winter Wonderland celebration, complete with hayrides through the neighborhood, was a fine ending to a great year in Chantilly Highlands.

Wendy raved about the wonderful leadership for our social events during 2002 and encouraged volunteerism in 2003.

Pat Terry - Newsletter:

Pat shared some changes made to the newsletter near the end of 2002. The name has been returned to "The Chantilly Highlander", and the publication has a new look.

Advertising costs were increased and space for ads was limited to a quarter page, to better offset costs of production.

The Board is more involved in all aspects of the newsletter.

Doug Fearson - ACC:

The BOD and the ACC walked the community in July to review the overall condition of the subdivision. The ACC began following up on many of the items discovered.

The majority of the homeowners have been receptive to concerns raised and most have taken corrective measures. The BOD and ACC thank all who help to keep the neighborhood in great condition.

The ACC looks ahead to clarifying some of our governing Architectural Control Guidelines and Standards in the coming months. Areas of concern to nearly every street is the issue of boat storage, sheds usage and placement, wood storage and fences.

Dan Feer - Land Management:

The 2003 contract-holder for mowing of common areas is Palmer Property Management.

4 Seasons Landscaping was contracted to design/plant several areas near the Community Center.

Debris from fallen trees has been removed, and the committee plans to enlist the help of various service groups to help with clean up of common areas this coming Spring.

Will Gregory - Neighborhood Watch:

Will has found that an email notification system for reporting incidents of crime has worked well in other neighborhoods. The systems allows the community to keep track of incidents that may or may not be reported to the police. Hopefully we can initiate an effective neighborhood watch program in 2003.

Jeff Parnes - Civic Affairs:

Jeff attends many Sully District meetings and reports regularly on the CHHA Website.

The one topic that greatly affects Chantilly Highlands is the widening of Centreville Road. Due to State of Virginia budget constraints, the status of the project is unclear.

Jim Wright - Financial Update:

Jim reported higher revenues and lower expenses than budgeted for fiscal year 2002.

Two homeowners have not paid their dues for 2002.

Jim shared an overview of the treasurer duties as he completes his second term on the BOD, five years as treasurer.

Dan Feer talked about a 5K community walk/run:

Dan Feer talked about a 5K community walk/run for the spring of 2003. Contact Dan at 571-203-9558 to help with this event.

Three BOD positions became available January 1st, 2003, and several homeowners expressed an interest in the positions.

Bill Wolff and Jim Wright have come to the end of their respective terms. Dan Feer has completed a one-year term that was available on January 1, 2002.

Jim has served as the CHHA treasurer for the past 5 years - thank you Jim!

The meeting adjourned at 9:10 PM.
