In late May, wildlife managers in multiple states, including Virginia,
began receiving reports of sick and dying birds that were exhibiting eye
issues (swelling, crusts, discharge, etc.), along with neurological
symptoms. No definitive cause(s) of illness or death have been determined.
No human health or domestic livestock and poultry issues have been
documented. As of mid-August, reports of sick and dead birds have declined
in many jurisdictions, and the Virginia Department of Wildlife Resources
(DWR) is lifting its previous recommendation to cease feeding birds in
affected areas.

Residents who choose to feed birds or provide water in bird baths should
remain vigilant for avian mortalities and consider the following best
practice guidelines:

* Clean feeders and bird baths at least once a week, then disinfect with a
10% bleach solution to prevent potential infectious disease spread between
birds and other wildlife. After cleaning, rinse well with water and allow
to air dry.
* Wear disposable gloves when handling bird feeders and baths and wash
your hands when finished.
* When feeding birds, follow expert recommendations, such as those listed
in Audubon International’s Guide to Bird Feeding
<https://r20.rs6.net/tn.jsp?f=001fsbIwghNVjpr_oH8ozQp-VD_d6ojICAp8SGvdTvJ-5MtFCQjrUSkmhagY2jzHfXNmSFBGNPWxgwTlxVhD7OB7D5NsIsCEDy9C_5jb2LVWUMS9zJ9dmbubS_ASX89O1fx-eAb0U9bUrI-kswbPUQ7w7y9g7OuziTjYinDVUCcp0IG0MxcO5lBkADWUYFpR7T2Xr-90GfP5oZCwUhZRVxe8b3fRZImovBkXnaIoaFg56I=&c=2vfy0G7IBdswIVprieMEZkMs2bAYIA_g8jYA0y_FiCe7VJcOvk9qqA==&ch=rSNs9LBye7MNCGMKIDrky70tTe9aJagg6pCuozEsbug_PPNsCAUSew==>
.
* Keep pets away from sick or dead wild birds.
* Avoid handling wild birds. If you must do so, wear disposable gloves or
place an inverted plastic bag over your hand to avoid direct contact with
the bird. Dispose of dead birds in a closed plastic bag in household trash.
Alternatively, you may bury bird carcasses at least 3 feet to prevent any
disease transmission to scavenging animals.
* If you observe any additional bird mortalities in Virginia, submit a
mortality event to the DWR

is recommended for everyone 12 years and older, including those who are
pregnant, breastfeeding or would like to get pregnant. The rise in COVID-19
cases, low vaccine uptake among pregnant people, and the increased risk of
severe illness during pregnancy make vaccination more urgent than ever.

The Centers for Disease Control and Prevention (CDC) as well as the
American College of Obstetricians and Gynecologists (ACOG) and Society for
Maternal-Fetal Medicine (SMFM) have all recently strengthened this COVID-19
vaccination recommendation following additional safety data.

Growing evidence about the safety and effectiveness of COVID-19
vaccination during pregnancy demonstrates that the benefits of receiving a
COVID-19 vaccine outweigh any known or potential risks. New analysis of
current data from the v-safe pregnancy registry did not show an increased
risk for miscarriage after receiving an COVID-19 mRNA vaccine before 20
weeks of pregnancy. This analysis adds to previous findings from three
safety monitoring systems

that did not find any safety concerns following vaccination later in
pregnancy for mothers or their babies.

Pregnancy increases the risk for severe illness from COVID-19 resulting in
the need for critical care as compared with non-pregnant people.
Additionally, there is an increased risk of preterm birth and possible
increased risk of other adverse pregnancy outcomes in women with COVID-19
illness, compared to pregnant women without COVID-19.

While there is limited data, COVID-19 vaccines

are also recommended for those who are breastfeeding. Recent reports have
shown the presence of antibodies in breastmilk after the mother received a
COVID-19 mRNA vaccines. This could help protect breastfeeding babies,
though more data are needed to determine what protection these antibodies
may provide to the baby.

COVID-19 vaccination is also recommended for people who would like to have
a baby

* How You Can Help Afghan Refugees

Fairfax County currently supporting a U.S. Department of State operation
for people evacuated from Afghanistan and arriving at Dulles International
Airport. After landing, some refugees are transported to the federal
processing site at the Dulles Expo Center in Chantilly and then transported
to various military bases around the country.

Once refugees are processed at the bases, resettlement agencies will
assist individuals and families in relocating to a permanent new home,
especially where they have family and friends. Because Fairfax County has a
sizable Afghan population, it is anticipated that many refugees will
eventually resettle here.

Fairfax County is working with nonprofits and faith communities in
assisting Afghan refugees who will eventually call the county their home.
Afghan refugees have experienced significant trauma, uncertainty and stress
during the evacuation process. It is our priority to ensure that
individuals and families who resettle here can access services as quickly
as possible so that they can focus on rebuilding their lives and
establishing support networks in the community.

Donations are NOT being accepted at the Dulles Expo Center at this time.
However, many local organizations are eager provide support, and Fairfax
County does partner closely with local refugee resettlement agencies to
share information, establish points of contact for benefit coordination,
and provide training on available programs and services. The local
resettlement agencies for the Northern Virginia area are:

on Wednesday, September 15th from 7 – 8:30 p.m. County staff will make a
presentation on the planning process, and there will be ample time for
participants to engage in an interactive survey and ask questions.

Before the pandemic delayed development of the Communitywide Strategic
Plan, County staff had conducted extensive community outreach. One result
of the outreach was the development of the following nine priority areas
that will serve as the framework to shape the future of Fairfax County.

The following additional items may be of interest:

Temporary Change to Separate Yard Waste Collection Requirements

The Fairfax County Solid Waste Management Program advises residents and collectors that the requirement for separate collection of yard waste on a weekly basis is temporarily modified for approximately two months, effective Tuesday, August 31, 2021.

As of August 31, collectors may collect yard waste with refuse (mixed collections) without enforcement consequences. The temporary change is in response to national labor shortages adversely affecting the region. This shortage has had an impact on municipal and private-sector solid waste collectors, who provide the critical services necessary to promote clean streets and good sanitation.

During this temporary change, recyclables must continue to be collected separately every week. The requirement to separately collect yard waste for recycling will be reassessed in mid-October.

For more information about the Temporary Change to Yard Waste Collections, and Frequently Asked Questions read the full announcement here.

The Office of Elections is offering you the opportunity to serve inside a Fairfax County polling place as a volunteer  election page for the upcoming November election.

The Office of Elections also encourage students fluent in Spanish, Korean, and Vietnamese to apply. If you are under the age of 18, you must have the approval of your parent/guardian to participate in the election page program. Please note the High School Page Program only applies to November elections.

As an Election Page, You will
• Complete the required online training class and pass the quiz.
• Serve an 8-hour shift inside a Fairfax County polling place under the direct supervision of the Chief Election Officer.
• Arrive on time and remain at the polling place during your assigned shift.

Library Equity Access Pass (LEAP)

All students (PreK-12) in Fairfax County Public Schools (FCPS) have LEAP accounts at the Fairfax County Public Library. These public library virtual accounts allow students to check out up to three items at a time for six weeks each (no renewals).

Why is Leap Awesome?

➢ A student only needs their name, not a physical library card, to check out materials.

➢ LEAP accounts never charge fines or fees.

➢ A student can have a LEAP account as well as a standard library account (application online and in library branches). Standard

accounts allow users to place holds on materials and access FCPL digital resources such as eBooks and databases.

How did Leap Happen?

LEAP began as a pilot in one school pyramid in 2019. FCPL and FCPS launched this program as a partnership to ensure that students would have access to library materials even if they don’t have a traditional library card, or if that card has been blocked due to fines.

FACETS Virtual Charity Poker Tournament

be putting on “Celebration of Trees” events to highlight the many benefits of native Virginia trees, including:

➢ Cooling our environment and reduce air-conditioning costs

➢ Providing a wind break in the winter

➢ Capturing stormwater and protect our streams and the Chesapeake Bay

➢ Cleaning our air and water

➢ Promoting human health

The campaign’s success rests on the action of many individuals who live in the Northern Virginia region. Check out Plant NOVA Trees’ website for more information about “Celebration of Trees” planting events, resources for free and low-cost trees, and materials to help homeowners, HOAs, and Citizens Associations, businesses, faith communities, and everyone be able to join the campaign to plant and protect native trees.

Disposable Plastic Bag Tax in Fairfax County

Enabling legislation passed in the 2020 session of the Virginia General Assembly allows Fairfax County and other counties or cities in the state to adopt an ordinance imposing a five-cent tax on disposable plastic bags provided by retailers in grocery stores, convenience stores, or

drugstores within its borders.  The legislation requires that the tax be collected by the retailer at the time of purchase, with revenue to be allocated toward: the retailer at the time of purchase, with revenue to be allocated toward:

  • Environmental cleanup programs
  • Pollution and litter mitigation programs
  • Educational programs on environmental waste reduction
